      Duration of the Assignment
      The contract is for 150 (one hundred fifty) billable days for FY23, from August 2022 to June 2023.

      Academic Qualifications

      • At least Bachelors or equivalent professional degree in engineering (Mechanical or Electrical).

      Experience Requirements

      • At least 2-5 years of professional experience with an international organization or Brands/Buying House, preferably assisting project management, consultants’ management and interacting with multiple project partners/factories etc.

      • Relevant experience in implementing resource efficiency/cleaner production in the Textile sector will be an added advantage

      Additional Requirements

      • Good inter-personal skills to communicate with and manage internal and external client relationships for successful project implementation

      • Fluency in English and Bangla (spoken and written)

      • Willingness to travel outside of Dhaka as and when required.

      Job Responsibilities

      Objective
      The objective of the assignment is to provide support to Component 1 Lead on the implementation of factory level Basic and In-depth CP assessments, compilation of all relevant data, and assisting the team on all relevant reporting.

      Scope of Work

      Specific duties and accountabilities include, but are not limited to:

      • Assist Component 1 lead in implementing and monitoring basic CP assessment, in depth CP and Productivity assessment.

      • Assist Component 1 lead in factory client’s recruitment which includes organizing kick off meetings for them; facilitate background research for factory clients to be used for IDD purposes.

        facilitate signing of formal engagement letters with each factory/client; and track collection of fees from the clients.

      • Support in field mobilization.

      • Support in managing the factory data base, reports and feedback etc.

      • Support in initial review of technical reports and provide comments.

      • Support in conducting monthly factory visits to ensure project implementation is on target

      • Support in consolidation of monthly monitoring reports and track project performance indicators.

      • Assist Component 1 lead to work closely with implementing agencies, factory clients and consultants.

      • Support in development of project related case studies.

      • Support in market outreach and program promotion activities by working with communications team to develop project related communication materials.

      • Support in organizing events/workshops with stakeholders.

      • Support in all level of communications with stakeholders

      • Support in data entry for participating factories in web-based remote monitoring platform

      • Compile and validate all data for internal reporting/PSR documents.

      Main deliverables / Specific outputs

      The consultant shall be responsible for delivering the following:

      • Archived database of up to 250 factories, factory reports, workshops, and training sessions

      • Comments on Cleaner Production reports, Productivity Assessment reports, feasibility studies, case studies and other technical publications

      • Compilation and analysis of all relevant data from factory-level work, workshops, and training sessions, and assist the Component 1 Lead in developing all necessary reports.

      • Any other tasks set by the Component 1 lead

      The proposed assignment will be guided and assisted by IFC's MAS Advisory Services in Dhaka, that supports private sector projects that require technical advisory.

      Project Background
      The ready-made garment (RMG) sector valued at USD 32 billion is the core of the Bangladesh economy. The RMG exports to GDP ratio is around 13% (www.bkmea.com); 84% of exports are attributed to the sector and it is a significant source of employment for 4.4 million people, of whom 65 - 85% are women. The industry aspires to reach USD 50 billion in exports by 2021. However, the sector has a significant environmental footprint and factories are operating on unsustainable practices. The challenge to spur this growth lies in several areas, including water supply, polluting discharges, power generation and access to finance. There is additional stress on water supply due to climate variability and change and the increasing frequency of extreme events such as floods, storms and droughts). This data calls for immediate action.

      To address these issues, IFC, with support from the Danish, Australian and Netherlands Government, leading apparel brands, have launched the PaCT II: Partnership for Cleaner Textile. The overall program goal of PaCT II is to deepen Cleaner Production (CP) interventions and enhance competitiveness of the sector across the entire value chain of the textile sector of Bangladesh including textile mills, wet dyeing and finishing units and garment factories. This will be done through adoption of resource efficient technologies and practices by participating factories which will lead to cost savings and operational efficiencies through reduced water, energy, chemical use and GHG emissions.

      For its second phase, the PaCT Program will engage at three levels – through the following Components:

      Component 1: Factory level diagnostics on Cleaner Production; Client level customized solutions; Brand level support

      Component 2: Group of firm’s level support

      Component 3: Enhance sector competitiveness.
